AN OPEN LETTER FROM THE CHAIRMAN:
ROBERT PETRY

Dear Shareholder:

We here at FineLine trust you will forgive us for the amount of time which
has passed since our last shareholder letter.

And we trust we shall be forgiven once you see all of the things we have
been up to during that time. Starting with the Press Release of May 13, to
summarize, we have;

1. Introduced "The Internauts?", "eKids?" "Red Zone?" and "Computoons?"
character
groups to bring the FineLine family to 147 cartoons

2. Added new apparel items to the on-line e-commerce Signature Store

3. Organized a "test market" program for the introduction of FineLine
apparel items and cartoon
character exposure in Europe

4. Planned and organized the implementation of the Company's new Software
Games Division

We are particularly enthused here at your Company, as we feel the current
roster of cartoon characters provides FineLine with the creative inventory
to make an impact in licensing, merchandising and in-house product
development. Management has attempted to develop a spectrum of cartoons
which appeals to multiple age groups as well as differing tastes.

And we are utilizing this conceptual and practical underpinning to bolster
our comprehensive licensing, merchandising and product launch strategies.
The entree into Europe is being conducted initially on modest terms so
that the Company can actively gauge the market as well as the character
selection(s) to introduce in which phasing pattern(s).

The second part of this overall strategy entails our Press Release of June
22, which announced
the formation of our "Software Games Division". The Company has conducted
extensive research on the viability of this area before deciding upon the
commitment to enter this arena. With the first game slated for marketing by
the second quarter of 2001. It is hoped that we can shorten the lead /
developmental time frame to permit an introduction for the Christmas season
of 2000.
