No he didn't, Henry. That's your paraphrasing of what Brad said. What he said was no banner ads on messages read by members, and no bombardment of other solicitations. Opinions do vary as to what constitutes a bombardment. Perhaps a resident of Belgrade will give us their perspective. <g>

The corners to which I refer was the way that Josef handled his displeasure, one by creating massive spam, the other by saying he was leaving the site never to return. The first was a conscious violation of the ToU, the other purely voluntary grandstanding. Neither were forced upon him. In fact, I believe that he is seen by SI management as a long-time supporting member, and they would have heard his objection more clearly had it not been drowned out by all of the noise that accompanied it.
