Mike, re: contractors used in NY City...

I've known of some of the details of this operation since its inception, and various contractors have been used. At first these were independent and privately owned Local 3 IBEW shops, for the most part.

I believe that they also use Empire City Subway Systems (ECS) for extant routes and maintenance (rodding and roping, new ducts, major street cuts, etc.) ECS is, or was<?>, the 100% owned subsidiary of the NY Telephone Company that was designated long ago as the City's custodian of underground records and documentation, as well as being the construction arm for BEL responsible for underground builds and duct bank infrastructures. They also coordinate with the other utilities in assuring proper duct and conduit coordination with the franchise bureau in the City, tracking the physical placements of gas, steam, electric, water mains, sewerage pipes, etc.

ECS , BTW, has nothing to do with the NY City Transit System - the term "subway" is purely generic in this case.

Since I am aware of who some of the principals are in the other firms, and in fact know some of them personally, I don't think it would be prudent for me to comment further on this matter, except to state that many of the firms that I am (or was) aware of until recently, and this may be dated information, by now, are or were privately owned and operated.
