I think inventory build up is the real issue with the surcharge, but why they chose to focus on "millennium memorabilia, candles and lamps" in the story is beyond me. >>>Wealthy European consumers may have more money to spend on millennium memorabilia while others may start hoarding goods such as candles and lamps because of fears that the Year 2000 computer bug - which may cause computers not to recognise the date "00" as referring to next year - will disrupt normal supplies.
