Bill, don't forget that raising cash or shifting into bonds has a history of costing money managers their jobs...what do they care if the market goes down, as long as they have the winners in their portfolio at the end of each quarter. it's other people's money, after all. looking at a mutual fund cash level chart i noticed they tend to raise cash only *after* the market tanks, then they can say at the end of the quarter 'see, i raised cash'.
