I think you missed a fourth group, Republicans looking to create another scandal to hang on Clinton. The "logic" seems to be that since Clinton made a point of trying to develop stronger relations with China and encourage China's moves toward economic liberalization, if they could convince enough people that China is "the enemy", they can successfully accuse Clinton of being "soft" on "the enemy". A great deal of effort has been put into this; it seems very destructive to me, and hardly beneficial to the national security. We gain very little from making enemies.
