I know what the relevant constitutional passages were/are, nihil. The question is -- why?

Amendment.I. Congress shall make no respecting an establishment of religion,
or prohibiting the free exercise thereof [ so until incorporation states were not
addressed ...]

Amendment x. The powers not delegated to the United States by the Constitution
, nor prohibited by it to the States, are reserved to the States respectively or to the
people.

Art. I, section 10 does not prohibit the states from establishing religion nor from
prohibiting free exercise thereof.
