Where can I see that and how can it be that there are more
sectors above the mean when the mean is lower?

Paul and all, Jan has arranged the sector bullish percent into a
bell-shaped curve for easy viewing.

for non-PnFers: above 70% a sector is overbought
and less than 30% is oversold.
