I have never served in Latin America, just visited Mexico and Venezuela briefly.

The simple answer for work and stocks is that work always takes priority. But I tend to multitask when I am not crashing on a project; right now I am listening to BBC news on Kosovo and reading Kosovo news in another browser while I skim SI from time to time.

I do the same thing at home - there is no real distinction between work hours and home hours as long as I am online. But I have been working that way for several years now.

Assignments - I would try to avoid any place with really bad telecoms now. Fortunately I am far enough along in my career that I get to pick and choose a bit. Internet connectivity was one of my criteria for accepting when I was asked to come and serve in Bosnia.

Anyway, a few more years and the various satellite projects will make national telecoms infrastructure largely irrelevant for Internet use. Costs will come down and availability will go up.

Eventually bandwidth will be like gasoline. More or less expensive but always available in essentially unlimited quantities for the individual consumer.
