I agree, "something going is funny on here." Once artificial support for the stock is removed, 15 or 16 seems likely. I jumped the gun buying a sliver a little north of 19 that is now clear. But my position is so small I wonder if it is worth selling at a negligible loss and buy it back, or just average down. Probably the latter. I think some bold move by AZX, perhaps announcing an acquisition of a US water utility, would/will provide a complete change of scenery. The other water I am looking at is UWR...healthy dividend with operations in multiple states.
