Where do you get this stuff? The FDA has little to say about how phara's spend their R&D money. What the FDA regulates is how they test the compounds that their R&D groups create.

If you think that most U.S. pharma's have their research scientists offshore you are really not in touch with this industry. Spend some time on the main Merck research campus and you'll understand how much of their R&D is spent here. Also, if you think that testing compounds for efficacy offshore is a way to get around FDA regulations you don't understand what an FDA submission is about and what it has to contain.
