The first 10 Amendments were
proposed by congress on September 25, 1789, and ratified and adopted on December
15, 1791.

Actually 13 amendments were submitted to the people, but the first two were not ratified by enough states (3/4) to be accepted. The first rejected amendment had to do with the number of citizens per representative, and is no longer relevant. The original 2d amendment has to do with compensation of Congress. After lying around for 200 years it was finally ratified ("Rip Van Winkle Amendment") as the 27th Amendment in 1992. Go figure.
