Terrence, you write as if you thought Hamilton a dictator: ....for quite a number of years there was no federalist government. That was foisted upon the states by Hamilton among some considerable dissension. Seems to me he could not have foisted anything on anyone, without at least a few allies...<g> As far as the protection of civil rights (as laid out in the Bill of Rights) is concerned, I would say that the federal government has generally been in advance of the states, or most of them, anyway.
