Doug, Mike.. I only have a moment, but didn't want the discussion to go too far on the merits of something that has been misconstrued. As far as I know, this is only a passive hand-off arrangement for now.

The Optical Cross Connects which I referenced earlier in this scenario, was not of the type characterized by active devices using optoelectronics. Rather, I meant a fiber optic patch arrangement, or patch field, also referred variously as a fiberoptic- or optical- cross connect.

I'll continue replying later on to the other issues. Perhaps the OCC that many were reminded of here was of the type supported by TLABs, LU, etc. in their digital cross connects, using OC-n interfaces. Not at all. Not yet, in any event. Later.
