I think I see where you are going but I would disagree to the dollar value and the idea of Market Makers (The NASDAQ is entirely done through market makers)

If am I interpreting you correctly, I think you are talking about stocks that are thinly traded (stocks that have a low average daily volume). Trading these stocks is always risky, long or short, they are easy manipulated. Stocks with prices higher then $30 are usually more liquid. And realistically, the market makers can not manipulate a stock that is actively traded.
