Those that went public and told the truth were to be destroyed. The majority were the majorities that voted against Clinton/Gore in 1992 and 1996. Clinton started out diminished because he never had a popular mandate, just an electoral one. But that didn't stop his drive to shrink the Office to fit his stature.
