Top Shorted Stocks--Yes it is a puzzle that Q remains so heavily shorted. A possible answer is that many of the shorts may be "short against the box." This means that they shorted shares that they still own in order to protect profits during the time when Q was so volatile. Thus their overall position is neutral. However, it is not really to their advantage to close out the two positions by offsetting them against each other. It would be better to hope for Q to take a big dip at which time they could buy long to offset their short.
