The magic 200 hours comes from EBAY's weekly 4 hour downtime; 52 weeks times 4 = 208 hours. This is scheduled downtime ... some business' cannot afford to have any downtime. Therefore achieving true 5-9's requires having your system up 8759.13 hours out of 8760 hours per year; down 52.2 minutes/annum.

NT wouldn't have done better, but, 3-9's is about as good as a UNIX or NT box will ever get ... all non-fault tolerant machines need to be periodically shutdown/maintained etc. Any attempt to guarantee 5-9 or better uptime in a NT or UNIX Server environment is a only a marketing ploy.
