Aren't the RBOC's prohibited from acquiring long distance carriers until and unless they open access to their own networks under the terms of the consent decree? I think that is an accurate statement absent Congressional legislation modifying that consent decree's application. Won't that eliminate the prospect of Bell South as a Qwest bidder?

I phrase these concerns as questions because that is what they are not statements of fact. Anyone know for certain?

I think you can forget DT for now. They'll make a move on FON before looking at QWST, since they already own 10% of FON.
