Lets see if I sell Velvet as suggested at $4.80
(we would ignore that one does not sell what would be $7 stock, unless need bread, and further ignore that normal semi-astute trader would have sell it at $3, and surely at $3.70-where it was strongly recommended to you)

Now one would have to pay at least 1/3 of the proceeds to the Gvn...making comission mute point...Now that is simple arithmetic...
4.80-1.60=3.20....Or even better 1.60 X thousands of VLV shares to be waisted in Kosovo...

So on the second thought I would not sell Velvet at $7, I shall wait another 4 years and confront this delemma when it is $20...
