George, I doubt there are exchange rules, there are SEC guidelines that have to do with marginability, and in general, small investors like you and I cannot short stocks that are not marginable (generally under $5/share, I believe). However, off shore and Canadian brokers are not tied by these rules and all they will want are hefty collateral when you short cheap stock.
