Point is a defense force is still a military. Also you will note:
"In 1991-1992, newly selected Prime Minister Miyazawa ran into opposition to his plan to send Japanese military abroad as part of U.N. peacekeeping operations, on his concessions to President Bush in January 1992, and on other issues."

06/16/92--- Japan's legislature passed a law authorizing Japanese
military participation in U.N. peacekeeping activities.
