Doubtful. 'Institutional shorts' realize that the short interest figures that were reported are already 11 days old. Particularly in the case of RMBS right now, where the short interest is changing dramatically day to day, those figures provide only a snapshot, and a rather out of focus snapshot at that.

For a short seller, there is a much more reliable measure of how tight a stock is--the repo rate the share lender charges. I haven't made inquiries of this rate in regards to RMBS, because I really don't have an interest in trading this stock today.
