Tier Technologies Announces Finalization of $31.7
Million Contract

WALNUT CREEK, Calif.--(BUSINESS WIRE)--June 25, 1999--Tier Technologies, Inc. (Nasdaq: TIER - news) today
announced that it has finalized its new agreement with a governmental entity that selected the Company to upgrade its child
support enforcement system. As prime vendor under the 5-year contract, which has a value of approximately $31.7 million,
Tier's project responsibilities will encompass design and development of enhancements to the system as well as installation,
operation and maintenance of the system. The Company announced its receipt of a Letter of Intent for this contract in a release
dated April 29, 1999. Work on the project has begun.

As announced June 18, 1999, Tier acquired the ownership rights to a project management system the Company will use to
ensure the quality and timely delivery of its services and to monitor this project's progress.

precisely this scope and magnitude. The system will be a key tool for ensuring that we optimize the quality of our world-class
