Starr had NOTHING to do with the trial. He was mandated by the OIC law to make a report of impeachable offenses to Congress and that's what he did. Clinton was obviously guilty and any honorable man would have spared the country such a spectacle. Who would ever have imagined a year ago that PERJURY would not be an impeachable offense. BUBBA chose not to resign and he is solely responsible for that mess. Kudos to the Repubs in the House and Senate who tried to do their Constitutional duty in the face of popular criticism. JLA
