This has some validity, but doesn't account for the fact that the vast majority of corporate PC costs have nothing to do with the hardware costs, but are support related. The endless deluge of software updates, program and hardware incompatibilities, virus chasing, and license checks far outweigh the initial hardware costs.

Also, the ability of each PC user to run their own idiosyncratic SW and dribble away working hours on the web represents a significant source of inefficiency. It may be difficult to wean users from their individual PC's, but a large proportion of them cannot be justified.
