Deliberating to a fault, no doubt. That's another problem with the standards process and the people who populate it. Of course, it is also one of its strengths, in that what eventually comes out is usually well thought out and enjoys broad consensus. But this process is tedious and well-known for being s--l--o--w, dotting I's and crossing T's all the while making sure that each is measured, weighed, wind-tunneled, fire tested, low in ELF emissions, etc. Then, the resulting decisions must run the traps through various committees, subcommittees, working groups, etc. Hey, I've seen this process in "action." ggg. People who work on these things camp out in our conference rooms every couple of months. A true, pocket protector haven, but they do know what they are doing, and rarely get the credit that they deserve.
