"...is that a coincidence?" I think so. After all, most of those who voted for the Income Tax amendment (16th) must have newcomers to Congress and the legislatures -- Democrats at that. They did it long before the Russian Revolution. It is much more likely that Americans caused the Russian Revolution than that Soviets and Marxists caused the Income Tax. Simple matter of order on the fourth dimension, causes traditionally preceding effects in time. It is much more likely that the Russian Revolution and its side-effects caused the U.S. to adopt the 19th Amendment.
