I try to reduce my risk by only buying those stocks close to their lows with a positive outlook...

As simple as it sounds...it takes a lot of self-control to execute. At any given moment, there's always another stock that looks better than the one you own, especially if yours is just sitting there.

Some I am looking at now are UHCI, CJMT, TEVT, and BOYI. All close to bottoms. Looking at TSIG as well.

Your EXACTLY right. Only investors who work REALLY HARD at it, should ever invest in "penny stocks". This isn't some kind of game, this is serious business.
