For years the government here has been trying to get private companies to build roads on a build-operate-transfer basis, meaning the company builds the road, collects user fees until the cost plus an agreed-upon profit is recovered, then transfer to the government. It doesn't work. The initial cost is too high, and to compensate for this plus the opportunity cost - the profit that that money might have earned elsewhere - the user fees have to be so high that nobody could pay them.

Toll roads can pay for their own maintenance. Recovery of cost comes from the economic activity that is stimulated by a decent transportation net. Americans take it for granted. Most have no idea what a huge restraint on commerce inadequate infrastructure can be.
