Well of course. Economical people like to pay less for things. Anything that is taxed will go away, at least a little bit. If you tax estates, people will die somewhere else. If you tax income, they will earn it somewhere else. If you tax expenditure they will spend somewhere else. This accounts for the popularity of the property tax with tax collectors. In Palestine, when windows were taxed, windows disappeared. This is part of the appeal of taxing noxious goods -- liquor, tobacco, drugs, fast cars. Every economist can prove that a lump sum tax, or a per capita tax has the least effect on economic growth. Any political scientist can prove that it is also the quickest way to stir up a tax rebellion. If we were serious about ending crime, we would tax it and its proceeds and enforce the tax. If we wanted to stop drugs, we would impose and collect a confiscatory tax on it. The only people who would complain would be criminals and druggers. We should also admit evidence from polygraphs. We should start charging persons accused of crime for the expense of their apprehension and prosecution, and we should also require prisoners to pay for accommodations fancier than "p & p" and your basic dungeon.
