It is my undertanding that this group calling for anti-dumping relief is working an angle that does not require legislation, but just an application of existing regulations that apply not just to oil but to commerce in general. It only has to be demonstrated that the allegations are true (and I am not sure of the process this takes) and from there the action by govt. is pretty much statutory and it is clearly spelled out what the Commerce Dept. must do. This will be interesting to watch...and if it works...will be more interesting. big atoffshore.com
