When European businesses, governments and regulators wake up to the potential of E-commerce and realize that the per minute telco charges for local calls are choking off immense revenue streams, the telco rate structure will change fast, if deregulation and telco competition doesn't do it first.

Your statement is completely true and accurate and when the deregulation takes place, the UK so called free ISP will be a dim memory.
