<<<Question: Can a wife be charged with rape?>>>

Sure, under a specialized set of circumstances one could postulate.

A wife could be charged with rape if she used the threat of violence to force her husband to engage in a sexual act with her, I would think. Or if she tied him up against his will, or something like that. I am sure this is something which has happened at some time, but I would think that the incidence of husbands raping wives is probably much more widespread.
