I think volume is lower because everyone is reluctant to trade before the FOMC meeting. Most of the volume is driven by short-covering IMHO. Tomorrow will be even more illiquid, and any volume can spike the price in either direction. Should be interesting...kind of like the Thanksgiving 1998 debacle.
