I am not sure what he/she means by a contracting triangle...since all triangles contract to the apex. However, determining if a triangle is bullish or bearish is quite easy. The price action/movement into the beginning of the triangle determines this. However, determining if the triangle will actually break to the norm is another story.

The bullish triangles and wedges of several of the Indices have in your face technical conflicts. Truly this has been one hard overall pattern to read, combining both rotational corrections in some Indices and consolidations in others.
