Both can be right you know. You may want to read Juback's most recent article for insight. It depends on on how one plays the game. There are games within games and depending on the Objective(s) and constraints utilized, multiple points of optimality can exist.

First, there are the growth investors who look at the market and say, "Show me the earnings." I think most individual investors belong to this group. A second group -- I'll call them relative value investors -- look at the market and say, "Where's the best value right now? Is it in stocks or bonds? U.S. or overseas equities? Growth or cyclical stocks?" Most professional and institutional investors fall into this camp, I believe.
