In the realm of public policy, reasonable surmise is allowed.

This brings us back to the definition of reasonable surmise. A matter of judgement, of course, but if you expect people to accept a claim that a statistical correlation implies a causative relationship you will have to bring some convincing arguments to the table.

"This correlation supports my preconceived conclusion" - the most common justification for this sort of conclusion - won't cut it.
