Silly question:
When the candle has a longer line on top then on bottom, is that a downward sign? When the candle has a longer line on bottom than on top, is that an upward bias sign?

There truly are no silly questions. Candles are generally very confusing at first but become much easier to read as you practice and ask questions.

The rectangular area of the candle is called the body, the vertical upper and lower lines the project from this body are called the shadow. the entire over all length of a candle, including the shadow, is the entire days trading range. The body of the candle is where most of the trading of shares was concentrated.

So when you see a candle with the body towards the top of the candle you can surmise that there was more pressure on the stock to rise. A body on the lower end mean a weakening of or downside pressure.

A candle that is black in color is generally a bearish signal. You will see a black candle on the top of most chart peaks. The color black means the stock opened up lower than it's previous days close. A blank candle during an up trending stock can mean a trend reversal to the down side.

A candle that is white in color is generally a bullish signal. You will see a white candle on the bottom of most chart bottoms. The color white means the stock opened higher than it's previous days close. A white candle during a down trend can be a sign that the stock is reversing it's down trend.

Now see, your question was not at all silly!
