I think that you definition of civilization means that it preceded the emergence of homo sapiens, and perhaps even helped it to evolve.

Libertarians and Objectivists are the most social of humans. We trade with others of good will and trade value for value.

On the other hand, savage parrots and parasites despise most men and women. They hold success in contempt. They look at individuals like Bill Gates as devils, or at anyone who is successful economically, emotionally or psychologically as evil and unworthy. Why? because they project and feel inwardly that they themselves are evil and unworthy.

The parasitical savage expects that all men are his/her keepers. That they are owed simply because they exist. They have a veneer of social grace only because they learned long ago, in their cunning way, that erecting such a façade will enable them to garner more undeserved alms more quickly. Those that expect value in return for nothing, or those that demand value in return for garbage are the guttersnipes of a free society. They are the veritable Lamprey eels which suck the good-hearted, but misguided of their wealth; they are the whining, sloppy, black-holes that try to suck what they can from the national teat -- and anyone else who is willing to play at being their stooge. And "they", unfortunately, are legion.

Compassion and co-operation are not the focus. No one should speak against compassion. But altruism, especially enforced at the point of a gun, is NOT compassion, just the opposite. And a society that seeks to reward its most undeserving members is a society that shall not last.
