Yes, it does, especially if you look at the run up on the news on that initiative plus the quarterly report. On the other hand, if Greenspan wails his axe, it may represent a buying opportunity for long term investors. My guess is that even if we get a 25 basis point increase and a market drop, eventually we'll see a stronger dollar and the Fed will have to reverse directions.
