I received a reply from I-Watch answering my questions:

"While 95% of all brokers report over the AutEx System, they
unfortunately do not report 100% of their trades which means that,
no, AutEx does not always represent 95% of all institutional trading volume.

The retail portion reflects trades reported through brokers who
typically trade on behalf of retail traders - this includes online
systems, such as Knight/Trimark and Charles Schwab.

The "Non I-Watch" portion (gray area) of the Reported Volume Chart
refers to trades not reported over the AutEx system. Broker
participation on AutEx is voluntary so it is rare that all trading
volume is accounted for. The trades can be related to either
institutional or retail trading."

I guess that clears up our misunderstandings of the I-Watch pie chart.
