David, the best I can do is to point you to: firstsecuritycapital.com

If you have enough money to cover the short in a brokerage account, you might look at opening an account with DLJ Direct or Yamner & Company. If they can borrow that many and you can keep it secured you can do it. The only other way I know is to go offshore. There you'll just need to have enough money to keep it secured.
