APEC Trade Ministers Send Tariff Cuts Plan To WTO

AUCKLAND, Jun 30, 1999 -- (Reuters) Asia-Pacific trade ministers said on Wednesday they would refer a controversial plan to cut tariffs in six sectors to the World Trade Organization rather than implement them regionally.

"Tariff elements of the remaining six EVSL sectors should be negotiated in the WTO during the course of negotiations on agriculture already mandated in the WTO," said a communique issued at the end of the APEC trade minister's conference in Auckland. The plan, called early voluntary sectoral liberalization or EVSL, includes oilseeds, food, rubber, fertilizer, aircraft and the automotive sectors.

The 21 Asia-Pacific Economic Cooperation (APEC) ministers also called on the WTO to consider slashing tariffs in industrial products - ranging from automobiles to running shoes - when it meets later this year. The agenda for its meeting, scheduled for November in Seattle, so far includes agriculture and services.

"The ministers agreed to urge the WTO to launch negotiations to liberalize trade in industrial products, in addition to mandated negotiations to liberalize trade in agriculture and services," the communique said.

Poorer countries are concerned the WTO talks could lead to the opening up of protected markets to increased competition.

Asia-Pacific business leaders accused APEC ministers earlier on Wednesday of dragging their feet on tariff cuts and said it was costing business dearly.
