Based on a full-text search on "scummer", I have concluded that it's a shortened form of "scummer short", which is Brad's pet term, meaning no more or less than "a short-seller of IDX stock".

ps. A very popular and well respected (early days) SI poster....who got married and was never heard from again....first coined the phase.

Perhaps some of the veterans here remember him....He posted under the name Wendell Holmes. He had a strong dislike for "scummer shorts"....and confronted them whenever possible.
