Yes it is the Russell 3000. ACTV will be in the Russell 2000 which are the 2000 smallest companies out of the total 3000.

I believe institutions who know Actv was on the list as of today and know its not going to be removed after the close(final list) were the buyers. Many probably had waited to buy but were waiting for the Fed action.
