Others have explained what it technically means. Why the government cares is that reserve decreases current earnings, and therefore taxes. The government wants its pound of flesh in a more timely manner.

This has nothing to do with the IRS. Accounting for tax would be different anyways and adjustments would already have made to make the income statements consistent with US tax code. That would be confidential between company and IRS anyways. We would not get any word.

GW: The government is just putting the boots to Bill because he isn't kicking in to the DNC. It is ironic that they use the SEC who should be delighted with their conservative reporting. This is a bunch of crap. JFD
