AT&T would never open up the pipe for $5 per.
It was more than a little unclear but he was making up a hypothetical future, not talking about a real headline.

However, what he proposed is exactly what @home should do. Give anyone who wants to use another ISP for e-mail etc $5 off the bill. But only once they are not so overwhelmed with demand that they get customers no matter what they do.

The benefit is clear: You sign up all those customers that are too lazy (or afraid) to change their e-mail address while you get them hooked on speed. Eventually many will drop the old isp. It also serves to blunt all the "open access" whiners. Its a winning deal all around if they ever get to the point where they can install customers faster than they can sign them up.
