The 43% could be confusing if a person is not aware the government gives the auto industry leeway to allow cars to increase in pollution levels as they age (so the consumer doesn't have to stop driving the vehicle because it exceeds the limit.) i.e. new car < old car in pollution levels and the auto industry factors this in when they launch their products, so their customer don't have issues.
