Unless you are messing around with the jargon of psychology, think of it this way:

The effect of the quarrel was to affect me with anger.

You would use "effect" as a verb when you are talking about "effecting a change."

Clearer?

You affect something to get the effect you want.

Remember the order in that sentence by a before e. The affecting comes first, then the effect come second. Or, affecting is acting on (both a's).

Or just have somebody hit you on the top of the head with a ruler every time you use them wrong. You will learn them, I guarantee it!
